MATIMOP generates, implements and administers international programs on behalf of the OCS.
MATIMOP implements an increasing range of international programs on behalf of the OCS, both bilateral and multi-lateral. The Government of Israel has entered into 29 Bi-National Industrial R&D Support Agreements all over the world and participates actively in 5 multi-lateral European programs. All programs share the common benefits for Israeli companies highlighted above, as well as offering international companies access to Israeli industry's unique capacity for innovation. The effort to expand the network of international industrial R&D collaboration with new countries, states, provinces and regions is ongoing – more than 17 agreements are in the pipeline.
In pursuing international collaborative R&D opportunities for Israeli industry, two main program models are followed:

Independent bi-national funds, with each nation making an equal contribution;

Parallel support arrangements, whether bi-national or multi-national whereby each nation is committed to funding R&D performed by the joint venture partner company from its own country in accordance with their respective laws and regulations.
Whether an actual fund, with an independent legal structure, a "virtual fund" based on parallel support, or cooperation in the context of multi-lateral programs, all international industrial R&D support programs share similar characteristics and guidelines. MATIMOP is the national contact point for multi-lateral Innovation programs funded through the European Commission:
EUREKA
is the world’s largest program promoting industrial innovation, aiding and supporting industrial R&D projects aimed at developing new products and bringing them to the market. Israel has reached outstanding achievements within this program owing to the key role played by its hi-tech sector and the Chief Scientist’s encouraging policy towards industrial-technological cooperation. Israel was chosen to serve as the Chairman of Eureka in 2010 - 2011.
Eurostars is an SME research program, based on the Eureka model, adapted to the specific needs of small and medium enterprises and start-ups.
Enterprise Europe Network in Israel (EEN Israel) is coordinated by MATIMOP, providing Israeli companies and researchers with access to opportunities for technological, industrial and business cooperation in over 44 countries, with over 600 centers throughout Europe and beyond (www.enterpriseisrael.org.il).
GALILEO is the European program for global Satellite Navigation and Positioning Systems.
