5th Call for Proposals: Shenzhen-Israel R&D Cooperation Program
Phase 1 Deadline: June 30th, 2016 (Closed)

Companies from Israel and Shenzhen city (China) engaged in collaborative R&D projects are invited to apply for financial support through the Shenzhen-Israel R&D Cooperation Program

MATIMOP, on behalf of the Office of the Chief Scientist (OCS) in Israel, and Shenzhen municipality's Science, Technology & Innovation Commission, invite companies from Israel and the City of Shenzhen to submit joint proposals for industrial research and development projects under the 5th Call for Proposals (CFP).

This call is open to companies from Israel and Shenzhen already engaged in cooperation that seeking funding support for collaborative R&D projects. All technology fields are eligible under this call.

Phase I joint applications for funding under the 5 th CFP are due no later than June 30th, 2016.
Phase II applications are due no later than August 8th, 2016.

Guidelines document.


A) At least two science and technology companies from the respective countries should express a desire to cooperate in the research and development of a new product or a new process .

B) The project may involve more than one company from each side;
Please note: academic/research entities are eligible to join only as sub-contractors

C) The product should be highly innovative with significant commercial potential. The joint industrial R&D project should aim at the development of products/processes leading to commercialization in the global market .

D) The project partners should agree in advance on the IP rights and on the commercialization strategy of the product or process.
Please note: For the submission phase, only an LOI (Letter of Intent), a preliminary agreement or draft MoU is required (the final agreement has to be presented to the funding authorities)

E) The project should demonstrate the contribution of the participants from both countries.

F) The project must be balanced between participants and significant to both partners .


In Israel - The program financial support will not exceed 50% of the eligible and approved R&D costs, in the form of a conditional grant and in accordance with the OCS national laws and regulations .

In Shenzhen - The support for Shenzhen-Israel projects is in the form of grant without repayment, in accordance with the Shenzhen Science, Technology & Innovation Commission (SZSTI) laws and regulations. Total amount of the dedicated funds for each Call for Proposals is 2 million RMB.


1. Read completely the attached CFP Guidelines Document .

2. Express interest in applying by emailing talia@matimop.org.il (please include your full details and contact details of your partner, as well as title/brief description of your project in English)

3. Fill out a Bilateral Cooperation Form (Phase I Application) together with your partner and prepare the Letter of Intent re: IP plan . (for explanation on how to fill out the form- click here)
The submitted form should be identical and filled either in English or both English and Chinese

4. Apply! Israeli companies are requested to submit their application (bilateral form+LOI) online via the MATIMOP website login page . In order to get a username and password to access the online application system , Israeli companies should create a company profile or ask the program manager for their login details.

Both companies (from Israel and Shenzhen) should also submit their Bilateral Cooperation Form+Letter of Intent (LOI) via email to the Israeli and Shenzhen Program Managers by January 5th, 2016. (

Both MATIMOP and SZSTI representative will notify the companies weather they can proceed to 2nd phase submission. 2nd phase submission is done separately according to the forms, rules and regulations of Israel and Shenzhen.


The current call for proposals is open to companies that already have identified partners and have a mature project plan. However, MATIMOP and Shenzhen Science, Technology and Innovation Commission can assist companies in identifying potential partners for R&D projects for future Calls for Proposals.
