This Request for Proposals is initiated in the framework of the Maryland-Israel Industrial R&D Cooperation program and has evolved from the Memorandum of Understanding (Maryland-Israel MOU) which was signed in 2004 between the State of Maryland and the State of Israel, aiming to promote greater R&D collaborations among companies in the two jurisdictions.
The program is implemented by the Israeli Industry Center for R&D (MATIMOP), on behalf of the Office of the Chief Scientist (OCS) in the Ministry of Industry Trade and Labor, and by the following entities in Maryland: Maryland/Israel Development Center (MIDC) and Maryland’s Development of Business and Economic Development (DBED).
Joint projects in this framework will be supported through existing OCS and DBED funding mechanisms and may be leveraged by other investment.
MIDC, DBED and MATIMOP can help companies identify potential partners. MATIMOP holds a database of Israeli technology companies and provides on demand partner matching services. In addition, we expect companies will be seeking their own partners independently.
Mode of Collaboration
This Request for Proposals offers a parallel funding collaboration track: Companies from Israel and Maryland will be funded for their activity in the joint R&D project by OCS and DBEDC respectively.
Industrial R&D Projects
involving at least one Israeli R&D company and one Maryland based company. Submission of a Joint Bilateral Collaboration Form (Bilateral Form) is open immediately.
IMPORTANT: This joint program implements a pre-eligibility check. Therefore Israeli and Maryland based companies wishing to submit to this program must first contact the respective managers of the program (In Israel – MATIMOP and in Maryland – DBED) for pre-approval.
Request for Proposals - Structure
The submission and the approval process consist of two phases:
Companies are required to submit a Phase I application titled “Bilateral Cooperation Form” specific to the Maryland-Israel Development Program.
Joint Submission of a Bilateral Cooperation Form (Appendix A) - In Phase I, the completed Bilateral Cooperation Form should be submitted to MATIMOP and DBED respectively.
Phase 2: Submission of Full Proposal / Grant Application
respectively to MATIMOP/OCS
Each jurisdiction will fund its eligible participants in accordance to its own guidelines and procedures.
